任职资格管理的实质就是能力管理
绝大多数工作者都会认真思考自己的职业定位和发展目标,几乎每个人都希望自己能够获得不断晋升的机会。按照管理学家劳伦斯•彼得提出的彼得原理:“人一辈子都在不断地向上攀爬,但终有一天会达到一个自己能力所不能及的位置。”这也就是我们通常所说的“天花板效应”。试想一下,为什么很多人能够胜任普通员工的工作,却无法胜任基层管理工作;为什么能够胜任基层管理工作的员工,但在向上发展的过程中又往往感觉到越来越力不从心;为什么从事管理几个人的公司起步容易,却到管理一个上千人甚至上万人的企业时就开始产生自己无论多忙也很难管好的疑问。归根到底是一个能力问题,是否具备某些岗位的任职资格,就是代表了其职业能力的高下;是否能够不断得到晋升,关键还是看其是否具备更高岗位所需要具备的胜任能力。
而对于任正非这一代企业家们而言,任职资格体系建设的一个根本目的,就是通过组织群体能力的提升,摆脱对个人的依赖。
寻找空降兵,是依靠组织外部的人才培养机制;利用内部能人,则是依靠组织内个体自发的成长机制;而任职资格是人才群体成长的组织保障机制,通过任职资格体系的建立和应用,逐步实现组织人才的有机增长,由此形成企业内部“能人”的批量生产。华为的实践证明,虽然最终没有像任正非当年所期望的那样,诞生出100个李一男、100个郑宝用,但是却培养出了成千上万个素质整齐、做事职业、凡事能打80分的员工。这是华为能打国际化的最重要基础——“众人划桨一样齐”的能力。
对照中国的部分企业,一方面,员工职业化技能的提升速度已经明显无法跟上企业高速发展的步伐,企业普遍缺乏的不是成长的空间和机会,而是把握机会的能力;另一方面,员工队伍职业化水平参差不齐,也成为阻碍企业持续进步的一大重要难题。以管理水平为例,有些部门负责人的领导及管理水平高,则队伍前进的步伐就快,而有些部门领导的水平低,则被远远地甩在了后面。企业管理的整体进步,会因为这些“短板”的存在而步履维艰。
而华为则不同,通过任职资格管理的推行,所有管理者必须“持证上岗”,不达到四级管理者任职资格标准,就无法晋升到部门总监职位;而达不到五级管理者任职资格标准,则无法担任公司副总裁以上职位。为了个人职业化发展的需要,所有管理者,不论是“新官”还是“老将”,都需要衡量自己的职业化能力与任职资格标准之间的差距,并不断追求缩小差距,而企业则通过任职资格标准的牵引和培养、培训的推动,将员工的职业能力向着世界级企业所需要的高度推进。
