My company (a US based conglomerate) would like to recruit a HR AM from Shanghai. This position requires the candidate to station in Hong Kong. He or she should be a University graduate and have 2-3 years of HR experience from multinational company.

Sorry , I only can give you these rough suggestions

And when you do the budget you can list both the highest and lowest pay ,then you can do the salary negotiation with the final candidates ,after this choose the one best.
