JOB TITLE:
HR MANAGER - SHENZHEN
REPORTS TO:
Reporting to HR Manager (Asia Pacific)
LOCATION:
Shenzhen, China
STAFF RESPONSIBILITIES:
NONE
Purpose of job: -
• To provide a Human Resources Service to all employees in Shenzhen, supporting around 200 employees.
Main Responsibilities: -
• From the Corporate HR Strategy and Policies devise and implement (where appropriate) and review and update as necessary, a comprehensive range of HR procedures which are compliant with local employment legislation and country-specific best practices. E.g. recruitment, training etc.
• Act as a point of contact providing guidance to line managers on employee relations’ matters. E.g. discipline, sickness/absence management, performance management, evaluations and conflicts.
• Establish and maintain an external network of employment law ‘experts’ to assist with all matters pertaining to the employment of staff in Shenzhen in the short term and whole of China in the long term.
• Assist line managers with the recruitment of employees. This may include the co-ordination of advertising activities, interviewing and selection methods and the production of associated contracts of employment/ offers of employment.
• By utilising various information sources, assist with the identification of group and individual ‘strategic/ soft skills’ training needs. (Note: ‘Strategic/ soft skills’ excludes all technical or professionally specific training. E.g. sales, or IT training.)
• Identify appropriate providers of ‘strategic/ soft skills’ training and co-ordinate the delivery. Areas of importance are harassment/ discrimination/ safety.
• Co-ordinate and monitor company orientation processes, ensuring all key employment related information is provided to and understood by the appropriate new employees.
• Act as liaison point between *** Shenzhen and the appropriate payroll bureaus, providing necessary information as and when required.
• Oversee all key employee benefit plans, providing advice on employee entitlements, acting as initial point of contact for queries/ disputes and liaison with benefit providers. E.g. Company pension plan, Group Health Insurance & Life Assurance.
• As and when appropriate undertake benchmarking activities, in respect of salary and benefits, using recognised market data. Present aforementioned benchmarking information to the relevant management teams, providing recommendations where appropriate.
• Develop and maintain an HR database, for all *** Shenzhen employees.
• Develop and maintain employee related data for use by the management population.
• Ensure all employee records/ personal files are maintained and stored in line with local legislation and best practice guidelines.
• To review and update the China’s section of the HR Company Intranet.
• Assist, as and when directed by the Asia Pacific HR Manager, with the provision of HR services to other *** locations outside *** Shenzhen.
Personal Requirements: -
• Possess a minimum of 8-10 years experience in a HR role, successfully supporting a multi-site and multi-discipline business.
• Have attained at least a HR related qualification.
• Possess a good working knowledge of China employment/labour legislation.
• Possess a good working knowledge of China employment legislation. As a minimum possess a good understanding of how and why state employment legislation can and does vary.
• Proven track record of consistently meeting and exceeding objectives set.
• Proven track record of ability to undertake a range of HR administrative duties as well as some of the more detailed, pro-active HR support activities in a positive, enthusiastic manner.
• Can demonstrate an energetic and hands-on approach to such matters as staff motivation, project management, coaching of managers/ supervisors.
• Ability to provide business managers with a constructive, pragmatic approach when addressing specific HR business needs.
• Ability to demonstrate a track record of combining HR best practices with sound business acumen.
• Ability to positively influence other staff.
• Ability to organise own workload in an effective and efficient manner.
• Ability to communicate fluently in both written and spoken English and Chinese languages. |
