1、公司为什么要开展培训工作？
2、公司各层级是否有明确岗位工作职责？
3、公司战略发展目标是否确定或是年度计划任务是否有逐层分解？
4、确定了各层级的工作内容和未来发展目标后，可否确定出各层级的基本培训需求呢？
想要问的基本问题找到了，接下来就是具体设计问题了。如果前三点问题，在公司尚不明确，那建议不要做分层级的培训需求了，作用不大。
