关于ICC和Rwg

To demonstrate common perceptions of innovative climates within each department, we had to demonstrate some level of agreement among the observers. We used the interclass correlation coefficient(ICC) as a generally accepted measure of agreement among observers. In addition, we used the criterion of greater between-group variance than within-group variance as demonstrated by MANOVA (Drexler,1977;Howe,1977)to show that the climates were distinct among departments. The ICC for each department was based on the observers’ratings of the climates. The ICC’s were acceptable ranging from 0.19 to 0.47. MANOVA showed overall significant differences among departments by climates(Hotellings=0.15,p=0.03).

请问，在以上段落中，the interclass correlation coefficient (ICC) 是指”组间相关系数”还是“组内相关系数”，我的理解是组间相关系数，但是后面那个“The ICC for each department”的说法似乎又是指“组内相关系数”，也就是同一个部门内部不同成员评价的一致性，而The ICC’s were acceptable ranging from 0.19 to 0.47. MANOVA showed overall significant difference among departments by climates这句话似乎又是指组间相关系数，between-group variance我想是指组间方差，within-group variance 是指组内方差，组内方差指同一个部门内部不同成员意见的差异程度，而组间方差指的是不同部门之间意见的差异程度。

以上是我的理解，我不知道这个理解是否正确，请解释下，尤其是ICC的意思及其用途。另外，似乎还有一个词叫Rwg，这个词是不是指群内相关系数，或者叫组内相关系数，用于测量群体内意见的一致性？非常感谢。
