My opinion about this issue
In my opinion, the first step when you plan to work on this HRM project, is to manage and educate well top, senior-level managers or technicans, of course, this complicated job won't be finished or will be successful with the participation of HR department only, all departments should be responsible for this, but the key employees are those who take the important positions in the firm, or has a certain power in their hands, or can get control of most of the business, therefore, this project won't run well unless all managers or heavy figures in your firm can reach an agreement on this, and would like to make their efforts for this, a part of their taskes. |
