关于社保购买问题的请教

公司在深圳，最近接手社保，刚好接待完社保局的社保审计，发现公司只为深户购买失业保险，非深户员工未够买，出现了审计问题。

请教：

1.在深圳一定必须要为所有员工购买失业保险吗？有不用为非深户购买失业保险的依据吗？

2.有员工说在老家购买了保险不愿在公司购买，买了也无法转续，这到底该怎么办？

3.社保购买基数的依据是什么？仅仅是工资吗？

As far as I know, 1. All the social insurance types is applicable to all the Chinese employees; but if the employee is non-Chinese, the unemployment is not applicable; 2.
