Challenge for HR practitioners i
just personal view:
in terms of the special situation in China,HR practitioners currently meet some obstacles in Org for implementation of HR strategy.basically as i thought:
1、the concept of top managers are out of date,as we know the companies in China(state-owned)are "power centralized Org",therefore the top managers dont empower HR practitioners to implement their HR planning,they believe that they can handle those sort of problems without involving HR.
2、the poor relationship with line managers.Due to deficient HR knowledge,line managers didnt buy in HR's ideas and methods,they dont think HR job can directly contribute to business strategy,therefore the HR planning is very hard to process.
3、the recognition of HR role and importance are weak among employees,this is also one reason why HR implementation is blocked.i.e,employees are not positive to training,learning and org structural change.They dont like to change too much due to insecure reasons(redundancy,compete with colleagues or young people),
4、HR practitioners also need to be trained.mainly HR personnel are not professional in HR.Most of them just changed their career from personnel management or other administration to HRM in the early of 1990' including professors in university,therefore they are still lack of experience and advanced theories in a way.
5、it is difficult for HR practitioners to apply the successful experience and sound theories from foreign countries to chinese companies due to different cultures and systems.
6、some of state-owned orgs are still under charge by gov. |
